Questions

Will the layout look exactly like the PDF?
No, and any tool claiming otherwise is overselling. A PDF does not store paragraphs — it stores glyphs at coordinates. The conversion reconstructs the text into a document you can edit, which is the useful part, but complex columns and precise positioning will shift.
It produced no text at all. Why?
Your PDF is almost certainly a scan — a picture of a page with no text layer to extract. Run it through OCR PDF first, which reads the words off the image.
Are the fonts preserved?
Font names carry over where Word has them installed. Where it does not, Word substitutes the closest match, which can change line breaks.
